The Department of Planning & Community Development serves as the administrative body for the Redevelopment Authority, Industrial Development Authority, Greene County Planning Commission, the Tax Abatement Program, and Solid Waste and Recycling and reports directly to the Greene County Board of Commissioners.

NOTICE OF PUBLIC HEARING – FY 2024 CDBG PROGRAM

FOR THE COUNTY OF GREENE AND ON BEHALF OF THE BOROUGH OF WAYNESBURG AND THE TOWNSHIPS OF CUMBERLAND AND FRANKLIN


Notice is hereby given by the County of Greene that a Public Hearing will be held on Tuesday, October 22, 2024 at 10:00 AM prevailing time, in the Greene County Office Building, First Floor Conference Room, 93 East High Street, Waynesburg, PA 15370. The Greene County Office Building is accessible to the physically disabled. Persons requiring special accommodations to participate in the hearing may call Ms. Connie Bloom, Director - IDA, at (724) 627-9259, or contact her by email at cbloom@co.greene.pa.us.  Persons with hearing and/or speech impairments may contact the County through the PA Telecommunications Relay Services at 1-800-654-5984 or dial 7-1-1.

 The purpose of the Public Hearing is to present the County’s Proposed FY 2024 CDBG Application and the on-behalf-of FY 2024 CDBG Application for the Borough of Waynesburg, and the Townships of Cumberland and Franklin, and the use of CDBG funds. A copy of the County’s & O.B.O.’s Proposed Application is available for public review in the office of the Chief Clerk beginning on Wednesday, October 16, 2024 for a period of at least 5 days prior to the Public Hearing. The office of the Greene County Chief Clerk is open to the public between the hours of 9:00 AM to 4:00 PM, weekdays.

 The County and O.B.O.s propose to use FY 2024 CDBG Program funds for the following activities:

·         Clearance & Demo = $55,016

·         Housing Rehabilitation = $128,372

 

¨  Borough of Waynesburg = $93,415

·         General Admin = $16,814

·         Sewer Relining (Morris & Morgan Streets) = $76,601

 

¨  Cumberland Township = $119,176

·         General Admin = $21,451

·         Housing Rehabilitation = $97,725

 

¨  Franklin Township = $126,469

·         General Admin = $22,764

·         Sewer Improvements (Phase 2 – Hill School House Rd) = $103,705

 

If the County and the O.B.O.s would undertake the acquisition, demolition, and/or rehabilitation of residential properties that could result in displacement of families or individuals, then the County’s policy for minimizing such displacement would be in effect. The County is responsible for replacing all low-and moderate-income housing units that may be demolished or converted as a result of the use of CDBG funds.

 

All interested residents and agencies are encouraged to attend and will be afforded the opportunity to give oral testimony at the Public Hearing and/or to present written comments concerning the proposed FY 2024 CDBG Program Application for the County of Greene and O.B.O.s. Greene Commissioners Approve Second Amendment Sanctuary Resolution

Greene County Commissioners, by majority vote, approved a resolution to make the county a sanctuary for Second Amendment rights. The proposed Second Amendment Sanctuary Resolution states that the county will not recognize the enforcement of any new laws that alter Second Amendment rights.

County to Update Aerial Imagery

The County of Greene has contracted with Eagleview Technologies, dba Pictometry International, to provide updated LiDAR data and high resolution imagery of the entire county. The LiDAR data will be collected, by airplane, during the last half of October, 2020.

Mon Skating Rink
