Office Overview

Greene County current year property tax bills were mailed out this week and the discount collection period will begin today,  April 1st.  Tax payers are welcome to submit tax payments by mail once they receive their tax bills.  We encourage tax payers to include a stamped self-addressed envelope for the return of their tax payment receipt. Upon there-opening of the Greene County Office Building, we would encourage payments by check or money order by mail.

The County Treasurer is elected by the general public and is responsible for receipt, custody and disbursement of monies and, as an agent of the state, the issuing of dog, hunting and fishing licenses.

As an agent of the Commonwealth of Pennsylvania, the Treasurer’s Office issues dog licenses, fishing licenses, hunting licenses and small games of chance licenses. The office also issues sportsman’s firearm permits.

Property Tax Information

The Greene County Treasurer's Office accepts current year county real estate taxes directly from the tax payers for all of Greene County residents. Please contact the Greene County Tax Claim Bureau for all payments of all prior year county property taxes at 724-852-5232.

Currently, residents who pay county property taxes by May 31 will receive a 2 percent discount on their property tax bills. From June 1 through July 31, taxpayers making payments during this period will be responsible for the stated face value of their tax bills.

After Aug. 1, the 10% penalty already calculated and displayed on a tax bill will be enforced and due to the county as well. Collection of current year county property taxes will continue until Dec. 31, at which point all unpaid tax bills will be handed over to the county Tax Claim Bureau (Phone: 724-852-5232).

Once you are connected to the Online Payment Service, select payment-type "current county property taxes" and use the Web ID number found on the lower-portion of your tax bill.

This service allows you to pay your current Greene County, PA taxes electronically and is a service of Value Payment Systems. All payments are processed immediately and the payment date is equal to the time you complete your transaction.

Be Greene... Save a Tree... Pay On-Line... and residents who pay county property taxes by May 31 receive a 2 percent discount on their property tax bills.

Greene County (2019) real estate tax — General Fund: 6.77 mills, plus 0.695 mills for debt service, and and additional 0.07 mills for library service, making a total of 7.535 mills.

    Collection periods are:
        2% Discount:    April 1 through May 31
        Face:                   June 1 through July 31
        10% Penalty:     August 1 through December 31

 

Licenses

Dog licenses are required for all dogs older than three months old. Obtaining a license is a quick and easy process that is essential to the safety of pets. If dogs are lost or stolen, a license can help make sure they get home safely. The fees collected through dog licensing are used to fund dog wardens.

NOTICE: Dog owners can go online to obtain new or renew license without the need to physically come to the treasurer’s office; although the Treasurer's Office will continue selling licenses, the new online system will provide an alternative method. To "Apply — Pay — Print" your Pennsylvania Dog License online, simply go to www.padoglicense.com. Be Greene... Save a Tree... Pay On-Line... and see the advantages for using this online service: 1) free copy of your dog's paper license for boarding use ($4.00 savings); 2) Free annual reminder; 3) if your dog or other pets are lost, you can post your pet's information and a digital photo (FOR FREE) at PALostDogs.com.

Dog License Applications will continue to be available at the Treasurer's Office or could be downloaded here, manually completed and mailed with the correct fee to the Treasurer’s Office.

PLEASE NOTE: the State no longer provides self-addressed stamped envelopes for returning dog licenses; therefore, please provide with your application a self-addressed stamped envelope for us to return your new dog license ... thank you for your understanding & cooperation.

PLEASE NOTE: To receive a lifetime dog license, the dog must have a tattoo or microchip permanently identifying it. To qualify for disability reduced rate, proof of disability is required. 

All fees include service fees allowed by law; if the license is issued by an agent other than the Treasurer, an additional $.50 will be charged. Most of the licensing fees go to the state to fund various animal welfare programs. The county retains $1.00 to $1.45 of each license sold.

The county dog warden canvasses the county at various times each year, looking for unlicensed dogs and citing their owners. Failure to license a dog is a summary offense punishable by a maximum fine of $300 for each unlicensed dog. The minimum fine is $50 plus court costs. All dogs must be under control and are not permitted to run at-large. Complaints may be reported to John C. Thomas, state dog warden, at 412-973-0215.

Animal Abuse Investigation: The Humane Society has specially trained and licensed staff who investigate reports of animal abuse, whether pets or livestock. Wild animals that are injured are best left alone, but if you want to report such a situation, contact the Pennsylvania Game Commission.

 Fishing License Information:   Getting a proper Pennsylvania fishing license is required if you plan on fishing in state waters. Anglers found to be removing wildlife from public waters without a valid or unexpired license to fish will be subject to various penalties and fines. To avoid punishment, anglers in Pennsylvania should become familiar with the various fishing license application guidelines. The Pennsylvania Fish and Boat Commission offers two main fishing license options to both residents and non-residents, including recreational fishing licenses and commercial fishing licenses.
