The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order order at 10:00 am by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Chief Clerk Jeff Marshall, Cheryl Cowen, Brean Fuller, Melanie Trauth, Michelle Howard, Sarah Braddock, Karen Bennett, Sharon Willison, JoAnne Marshall, Charlotte Popielarcheck, General Public and Members of the Press. Commissioner Trader was absent.

Ron Hampson, Trustee of the Waynesburg VFW Post #4793, to Lead the Pledge of Allegiance.

Meeting Minutes:
Commissioner Coder made the motion and Commissioner Zimmerman the second to approve the minutes from April 20, 2017. Vote unanimous.

Proclamations:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second to accept a proclamation for National Children’s Mental Health Awareness Day – May 5, 2017. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second to accept a proclamation for Mental Health Awareness Month – May 2017. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Zimmerman the second to accept a proclamation for National Travel & Tourism Week May 7 – 13, 2017. Vote unanimous.
  4. Commissioner Coder made the motion and Commissioner Zimmerman the second to accept a proclamation for Foster Parent Appreciation Month – May 2017. Vote unanimous.
Resolutions:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second for a resolution reaffirming support of an independent citizen’s commission for legislative and congressional reappointment and redistricting. Vote unanimous.
Bids:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second to award a bid for the Greene County Airport construction of the access road east and parking lot to Morgan Excavating in the amount of $570,947.03. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second to award a bid for the fairgrounds building no. 8 improvements and the magisterial district court 13-3-02. Vote unanimous.

    • Contract 2017 – 1 General Construction to Swede Construction in the amount of $13,300.00 for fairgrounds and $18,645.00 for magisterial district court 13-3-02.
    • Contract 2017 – 2 Plumbing no award at this time.
    • Contract 2017 – 3 Electrical Construction to Gumpher, Inc. in the amount of $12,850.00.
Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second for a consultant agreement between the County of Greene and Delta Development Group in the amount of $1,500 per month for judicial grant writing services. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second for the first amendment to grant # C000062008 for CFA Multimodal Grant at the Airport extending the deadline to June 30, 2018. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Zimmerman the second for a proposal for professional services from EADS Architects, Inc. for miscellaneous restoration projects in the Greene County Courthouse for a fee of $19,800. Vote unanimous.
  4. Commissioner Coder made the motion and Commissioner Zimmerman the second for a sub- grant award notification for the RASA/VOJO 2017-2018 funding in the amount of $86,028.00. Vote unanimous.
  5. Commissioner Coder made the motion and Commissioner Zimmerman the second to terminate the contract with Burns & Scalo Real Estate for the airport development project pending Solicitor approval. Vote unanimous.
  6. Commissioner Coder made the motion and Commissioner Zimmerman the second to sign the supportive services lease agreement between the County of Greene and Parkview Knoll, LP pending Solicitor approval. Vote unanimous.
Bridges:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second to approve from Widmer Engineering a time extension request for County Bridge #55 for the construction consultation and construction inspections until September 29, 2017. Vote unanimous.
Sheriff:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second for a sub-grant notification from the Pennsylvania Commission on Crime and Delinquency for Sheriff’s Office Radios in the amount of $28,008.00. Vote unanimous.
Tax Claim:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second the Greene County Tax Claim Bureau has received a bid of fifty dollars ($50.00), plus fees, for the following property: Control # 17-546 located in Morgan Township. The property has been in tax claim since 1987 and it was taken to upset sale on September 10, 1990 and judicial sale on October 30, 2009 and remains unsold. Vote unanimous.
Veterans Affairs:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second for an agreement for the care and maintenance of 99 graves in the Blacksville Cemetery located in Wayne Township at $3.00 per grave for a total of $297.00. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second for an agreement for the care and maintenance of 28 graves in the Enon Cemetery located Richhill Township at $3.00 per grave for a total of $84.00. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Zimmerman the second for an agreement for the care and maintenance of 187 graves in the Hewitt Cemetery located in Rices Landing Borough at $3.00 per grave for a total of $561.00. Vote unanimous.
Emergency Management:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second for a contract between the County of Greene and SBM Electronics for goods and services in the amount of $15,900 at completion of the project and the optional 2nd year maintenance fee of $3,249 if chosen to purchase. Vote unanimous.
Human Services:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second for the FY2017/2018 sub-grant agreement with Echo Child Development Centers, Inc. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second for the Emergency Food Assistance Program (TEFAP) Inventory & Expense Reimbursement Request for January – March 2017. Vote unanimous.
Community Development Block Grant Program (CDBG):
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second for a resolution for the submission of the modification request on behalf of Waynesburg Borough for the Community Development Block Grant Program (CDBG). Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second for a modification request #1 for Waynesburg Borough 2015 funds. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Zimmerman the second for the annual re-evaluation for the CDBG Orndoff Road Waterline Extension Project. Vote unanimous.
Public Notices:
  1. Cumberland Contura, LLC (Cumberland Mine) is presently or will be conducting underground mining operations at the Cumberland Mine permit #30831303 in the Pittsburgh seam of coal in Franklin, Jackson, Whiteley, Center and Wayne Townships.
  2. Cumberland Contura, LLC (Cumberland Mine) panel 66 UNT to Tustin Run (41740) stream restoration located in Wayne Township.
  3. APV Renaissance Partners Opco, LLC is submitting a bureau of waterways engineering and wetlands BWEW-GP-4 general permit application to the Pennsylvania Department of Environmental Protection located in Monongahela Township.
  4. CNX Gas Company, LLC is applying for an after the fact major modification to the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection for the NV30-NV31 pipeline project located in Morris Township.
  5. Review of ongoing groundwater assessment reports evaluation of the groundwater table beneath the LSI Hatfield’s Ferry Power Station CCB Landfill located in Monongahela Township.
  6. George Scull is applying for a GP-3 stream bank stabilization permit to stabilize an eroding stream bank along Castile Run in Morgan Township.
  7. CONSOL Pennsylvania Coal Company, LLC is filing an application with the Pennsylvania Department of Environmental Protection for the reissuance of a Part I National Pollutant Discharge Elimination System (NPDES) permit for the Nineveh Sewage Treatment Plant located in Morris Township.
  8. Rice Energy, Inc. is submitting an application to the Pennsylvania Department of Environmental Protection for the construction of a well pad that requires permitting and approval located in Whiteley Township.
  9. West Penn Power Company’s letter of notification filing for the Fairview-Whiteley 138 kV transmission line tap to MEPCO LLC’S Shannon run substation project.
  10. Application of Southwestern Pennsylvania Water Authority for approval to alter the public crossing (DOT 367 900 G) by installation of a underground water pipeline where T-684 (Elm Drive) crosses, below grade, the track of Norfolk Southern Railway Company located in Franklin Township.
  11. EQT Production Company is applying for coverage under the chapter 105 general permit for the installation, operation, and maintenance of utility line and temporary access road stream crossings of the regulated waters of the Commonwealth from the Pennsylvania Department of Environmental Protection to install a 16” diameter water line which will connect the Harris Well Pad to the Rough Hollow Well Pad in Washington Township.
  12. The Pennsylvania Department of Environmental Protection has received ten water management plan amendment applications, dated January 12, 2017 and January 26, 2017 for the Southwest District filed by Rice Drilling B, LLC.
  13. The Pennsylvania Department of Environmental Protection has received a water management plan amendment application dated December 30, 3016 for the Southwest District filed by EQT Production Company.
  14. CONSOL Pennsylvania Coal Company, LLC has sent a revised coal mining activity permit for the Bailey Mine and Prep Plant located in Richhill Township.
  15. Dominion Transmission, Inc. is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Greene County Conservation District for the TL-342 MAOP verification project located in Franklin Township.
  16. Construction for the Route 188 (Jefferson Road) Bridge, spanning Grimes Run in Franklin Township is scheduled to begin as part of the Pennsylvania Department of Transportation’s Rapid Bridge Replacement Project. Construction is expected to begin during the week of May 1 and be complete in November. Alternating traffic pattern will be controlled by temporary traffic signals.
  17. Franklin Township is applying for a GP-7 minor road crossing permit coverage and will be replacing an approximate 5ft x 75ft culvert under Elm Drive.
  18. EQT Production Company is applying for coverage under the chapter 105 general permit for the installation, operation and maintenance of utility line and temporary access road stream crossings of the regulated waters of the Commonwealth from the Pennsylvania Department of Environmental Protection located in Washington Township.
