The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order by Chairman Blair Zimmerman at 10:00 am in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, Lou Lewis, JoAnne Marshall, Charlotte Popielarcheck, General Public and Members of the Press.

Vice Commander of the Waynesburg Legion, Mike Belding, to lead the Pledge of Allegiance.

Meeting Minutes Approval:
Commissioner Trader made the motion and Commissioner Zimmerman the second to approve the minutes from January 19, 2017. Vote unanimous.

Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Trader the second for a short form agreement between the County of Greene and Korn Ferry/Hay Group for annual actuarial work in the amount of $21,756 pending retirement board approval. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second for a lease agreement between the County of Greene and Enterprise Fleet Management for the lease of four new vehicles. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second for an invoice from Teleosoft, Inc. in the amount of $4,195 for the export of criminal court data. Vote unanimous.
Appointments:
  1. Commissioner Trader made the motion and Commissioner Coder the second to appoint Amanda Laucher to the Southwest Corner Workforce Development Board of Directors. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second to appoint Susan King as the Eva K. Bowlby Public Library at-large member to the Greene County Library System Board of Trustees. Vote unanimous.
Tax Assessment:
  1. Commissioner Trader made the motion and Commissioner Coder the second to accept the Greene County Real Property Tax Summary. Vote unanimous.
Tax Claims:
  1. Commissioner Coder made the motion and Commissioner Trader the second to accept the return of taxes for the year 2016. Vote unanimous.
Emergency Management:
  1. Commissioner Trader made the motion and Commissioner Coder the second for a grant agreement between the County of Greene and Pennsylvania Emergency Management Agency 9-1-1 Fund in the amount of $144,029.34 to be used towards Region 13 shared CPE project and the Regional CAD project.
Human Services:
  1. Commissioner Coder made the motion and Commissioner Trader the second for a project modification with PCCD for the Intermediate Punishment Grant. Vote unanimous.
Mental Health and Intellectual Disabilities:
  1. Commissioner Trader made the motion and Commissioner Zimmerman the second for the FY2015/2016 contract with Greene Arc, Inc. Commissioner Coder abstained.
Children and Youth (CYS):
  1. Commissioner Coder made the motion and Commissioner Trader the second for the FY2016/2017 contract with Adelphoi Village, Inc. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second for a service agreement between the County of Greene and Corporate Security and Investigations. Vote unanimous.
Recreation:
  1. Commissioner Coder made the motion and Commissioner Trader the second for a proposal from Cenkner Engineering, Inc. for the Greene River Trail Rices Landing to Jessup Boat Club Bike Trail R/W stakeout and property survey in the amount of $14,400. Vote unanimous.
Announcements:
  1. Tourism Grants are available to current GCTPA members and are awarded once a year. A limited number of grants are available each year information can be found on the web site greenecountytourism.org/member-access/grant-application or by calling 724-627-8687 deadline is February 24, 2017.
Public Notices:
  1. Laurel Mountain Midstream Operating, LLC is submitting an application to the Pennsylvania Department of Environmental Protection for reauthorization to use general plan approval and/or general operating permit for the existing Davis Compressor Station located in Jefferson Township.
  2. Southwest Pennsylvania Water Authority has filed an application to the Pennsylvania Department of Environmental Protection to cross the Norfolk Southern Railroad Company located in Center Township.
  3. Cumberland Mine application for the installation of twenty-four gob ventilation boreholes is being reviewed by the Pennsylvania Department of Environmental Protection located in Wayne Township.
  4. Rice Drilling B, LLC is submitting to the Pennsylvania Department of Environmental Protection a water management plan for the withdrawal of water for use in oil and gas exploration activities located in Franklin Township.
  5. Rice Drilling B. LLC is submitting to the Pennsylvania Department of Environmental Protection a water management plan for the withdrawal of water for use in oil and gas exploration activities located in Jefferson Township.

  21. Columbia Gas Transmission filed an application with the Federal Energy Regulatory Commission seeking authorization for the Leach Xpress project. The project will begin in Majorsville, Marshall County, WV proceed to Vinton County, OH and end in Wayne County, WV.
Public Comment:
Members of the Coal Field Justice and constituents spoke to the commissioners about Ryerson State Park and the impact of long wall coal mining. Commissioner Zimmerman stated that there needs to be a balance between the two.

Commissioner Trader made the motion and Commissioner Coder the second to adjourn the meeting. Vote unanimous.
