The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order by Chairman Blair Zimmerman at 10:00 am in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, Joanne Marshall, Dave Balint, Charlotte Popielarcheck, General Public and Members of the Press.

Buzz Walters from the 40 and 8 lead the Pledge of Allegiance.

Meeting Minutes Approval:
Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from March 16, 2017. Vote unanimous.

Proclamations:
  1. Commissioner Coder made the motion and Commissioner Trader the second for a proclamation for Child Abuse Prevention Month April 2017. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second for a proclamation for Grange Month April 2017. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second for a proclamation for 811 Safe Digging Month April 2017. Vote unanimous.
  4. Commissioner Trader made the motion and Commissioner Coder the second for a proclamation for National Library Week April 9 – 15, 2017. Vote unanimous.
Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Trader the second for a deed of easement between the County of Greene and Southwestern Pennsylvania Water Authority for the construction, installation, operation, inspection, repair, maintenance, replacement and removal of a water line or water lines located in Franklin Township. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second for the community block grant program contract between the County of Greene and the Commonwealth of Pennsylvania in the amount of $750,000.00. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second for a cost proposal from Management Engineering Corporation to provide construction management services for the construction of a new business park access road at the Greene County Airport site in the amount of $59,100.00. Vote unanimous.
  4. Commissioner Trader made the motion and Commissioner Coder the second for a cost proposal from Management Engineering Corporation to provide construction management and inspection services for the construction of a new airport parking lot and access road for the administrative building and hangers 124,650.00. Vote unanimous.
  5. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a road crossing agreement between the County of Greene and Rice Poseidon Midstream, LLC pending Solicitor approval. Vote unanimous.
  6. Commissioner Trader made the motion and Commissioner Coder the second for a master agreement between the County of Greene (register and recorder) and Cott Systems for products and services for a cost of $20,000 and $520 per month. Vote unanimous.
  7. Commissioner Coder made the motion and Commissioner Trader the second for an Exchange Agreement – Noble Energy, Inc. to CNX Gas Company, LLC for division orders. Vote unanimous.
  8. Commissioner Trader made the motion and Commissioner Coder the second for a costars contract for the prothonotary’s office double face rotary file/starter, rotary file add-on and installation charge in the amount of $18,998.09 to be paid from the records improvement fund. Vote unanimous.
  9. Commissioner Coder made the motion and Commissioner Trader the second the County of Greene is selling/disposing of the equipment through a public auction (1981 Mercedes Benz Sedan, 1988 Ford Van, 1989 Chevy 1500, 1999 Jeep Cherokee, 2006 Ford F150, 2007 Chevy 2500 Crew Cab, 2008 Ford Explorer, 2010 Chevy Impala, 2010 Dodge Caravan w/wheel chair ramp, 2010 Dodge Caravan w/wheel chair ramp, 2012 Ford E450 Passenger Van, Small propane generator on trailer and two small trailers. The auction will be on Saturday, April 15, 2017 at 9:30 am at the Greene County Fairgrounds. Vote unanimous.
Tax Claims:
  1. Commissioner Trader made the motion and Commissioner Coder the second in accordance with the Real Estate Tax sale (Act of July 7, 1947, P.L. 1368 No. 542), section 613, as amended, notice is hereby given that a proposed sale price in the amount of twelve thousand one hundred dollars and 45/100 ($12,100.45), plus fees, has been received and approved by the Tax Claim Bureau of the County of Greene for the private sale of the following property: Parcel 07-15-112 located in Franklin Township. Vote unanimous.
Emergency Management:
  1. Commissioner Coder made the motion and Commissioner Trader the second for a resolution for the purpose of obtaining financial assistance for the Hazard Mitigation Grant Program. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second for the Hazard Mitigation Grant Program Agreement and to make Greg Leathers signatory. Vote unanimous.
Mental Health and Intellectual Disabilities:
  1. Commissioner Trader made the motion and Commissioner Zimmerman the second with Commissioner Coder abstaining for the FY2016-2017 contract and vehicle lease agreement with Greene Arc, Inc. Vote carries.
  2. Commissioner Trader made the motion and Commissioner Coder the second for the FY2016-2017 contract with Diana T. Myers & Associates, Inc. Vote unanimous.
Drug and Alcohol:
  1. Commissioner Coder made the motion and Commissioner Trader the second for the FY2016-2017 contract with SPHS CARE Center. Vote unanimous.
Recreation:
  1. Commissioner Trader made the motion and Commissioner Coder the second for a resolution for Wisecarver Recreation Area Improvements to apply for a grant from the Department of Conservation and Natural Resources. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second for a resolution for the Greene River Trail Extension to apply for a grant from the Department of Conservation and Natural Resources. Vote unanimous.
Public Notices:
  1. Letterle & Associates, Inc. is submitting an application to the Pennsylvania Department of Environmental Protection to discharge storm water to an unnamed tributary of the Monongahela River located in Carmichaels.
  2. CNX Gas Company, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Gray and Richhill Townships.
  3. Rice Midstream Holdings, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection and also registering for chapter 105 general permit (GP-5) utility line stream crossing and (GP-8) temporary road crossing for associated construction activities located in Aleppo Township.
  4. Consol Pennsylvania Coal Company is conducting underground mining operations at the Enlow Fork Mine under permit #30841317 in the Pittsburgh seam of coal located in East Finley Township, West Finley Township, Morris Township and South Franklin Township, Washington County, Richhill Township, Aleppo Township and Morris Township.
  5. Rice Drilling B, LLC is applying to the Pennsylvania Department of Environmental Protection for coverage under the erosion and sediment control general permit (ESCGP-2) to install a permanent 475 foot by 300 foot gravel pad with an accompanying 2,900 foot long permanent gravel access road to support gas well drilling operations located in Richhill Township.
  6. Consol Pennsylvania Coal Company has submitted to the Pennsylvania Department of Environmental Protection a mining activity permit located in Richhill Township.
  7. EQM Gathering OPCO, LLC is applying to the Pennsylvania Department of Environmental Protection for coverage under an addendum to existing erosion and sediment control general permit (ESCGP-2) and general permit (GP-3) located in Center Township.
  8. Rice Drilling B, LLC is submitting to the Pennsylvania Department of Environmental Protection for a water management plan for the withdrawal of water for use in oil and gas exploration activities the water withdrawal located in Center Township.
  9. Peoples Natural Gas Company, LLC is proposing to relocate and replace approximately 130 LF of 2” steel coated gas line with 2” HDPE in preparation of PennDot replacing an existing bridge on Rolling Meadows Road located in Franklin Township.
  10. Waterline project originally authorized under the Pennsylvania Department of Environmental Protection #GP05300725-024 and GP08300715-022 by Vantage Energy Appalachia, LLC ownership has been changed from Vantage to Rice Midstream Holdings, LLC located in Jackson and Center Townships.
  11. Rice Posidon Midstream Services, LLC Civil and Environmental Consultants, Inc. are applying for a major modification to the existing erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection. In addition a chapter 105 general permit applications for temporary road crossings (GP-8) and for utility line stream crossings (GP-5) located in Center Township.
  12. Application of the Southwestern Pennsylvania Water Authority for the approval of the alteration of the crossing (DOT 367 917 K) by the installation of a water line where Golden Oaks Road crosses, below grade, a track of Norfolk Southern Railway Company located in Center Township.
  13. Equitrans, LP has submitted to the Pennsylvania Department of Environmental Protection a general permit application (GP-5 and GP-9) located in Gilmore Township.
  14. Dry Tavern Sewer Authority is applying for a general permit (GP-5) utility line stream crossing from the Greene County Conservation District to install a sewer line which will result in one stream crossing to Pumpkin Run located in Jefferson and Cumberland Townships.
