The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order by order at 10:00 am by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Chief Clerk Jeff Marshall, Cheryl Cowen, Karen Bennett, JoAnne Marshall, Rebecca Harris, Stacey Courtwright, Charlotte Popielarcheck, CYS Employees, General Public and Members of the Press. Commissioner Trader was absent.

Minutes — Commissioner Coder made the motion and Commissioner Zimmerman the second to approve the minutes from May 3, 2017. Vote unanimous.

Proclamations:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second to place on the agenda a proclamation for Older Americans Month – May 2017. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second to place on the agenda a proclamation for Children and Youth Services Month – May 2017. Vote unanimous.
Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second to place on the agenda to award a bid for recycling equipment – Greene ARC 7 ˝ horsepower paper shredder and 5 poly bin recycling trailers. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second to place on the agenda a lease agreement between the County of Greene with Waynesburg University and the Borough of Waynesburg for Waynesburg Park recreation development. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Zimmerman the second to place on the agenda a Heavy-Hauling agreement between the County of Greene and Dominion Transmission for a portion of Progress Drive pending Solicitor approval. Vote unanimous.
  4. Commissioner Coder made the motion and Commissioner Zimmerman the second to place on the agenda a listing contract between the County of Greene and JABE Companies for the commercial development area at the airport pending Solicitor approval. Vote unanimous.
Finance and Administration:

  2. Commissioner Coder made the motion and Commissioner Zimmerman the second to place on the agenda the amendment to Grant Agreement #4100067010 with the Department of Human Services for a two year extension for the Family Center. Vote unanimous.
Mental Health and Intellectual Disabilities:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second to place on the agenda the FY2016/2017 contract amendment with STARS. Vote unanimous
Children and Youth Services:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second to place on the agenda the FY2016/2017 3rd Quarter Act 148 quarterly report of expenditures. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second to place on the agenda the FY2016/2017 contract with Bethesda Children’s Home. Vote unanimous.
Public Notices:
  1. CONSOL Pennsylvania Coal Company, LLC has submitted an application to the Pennsylvania Department of Environmental Protection for a mining activity permit located in Richhill Township.
  2. PennDOT has submitted an application for a water obstruction permit to the Pennsylvania Department of Environmental Protection located in Morgan Township.
  3. APV Renaissance Partners Opco, LLC is submitting an NPDES permit application for discharge waste water associated with a combined cycle natural gas power plant to the Pennsylvania Department of Environmental Protection located in Monongahela Township.
  4. Lola Energy Operating Company, LLC letter of notification permit application to drill and operate an unconventional well (form 8000-PM-00GM000lb), coal module attachment (form 8000-PM-00GM001c), and well location plat (form 8000-PM-000GM0002) for the proposed Metheny Well that will be submitted to the Pennsylvania Department of Environmental Protection.
  5. CNX Coal Resources, LP is submitting a general permit 8 temporary road crossing application to the Pennsylvania Department of Environmental Protection for a temporary stream crossing to gain access to the GW933 well for plugging located in Morris Township.
  6. Cumberland Contura, LLC is submitting a general permit 8 temporary road crossing permit to the Pennsylvania Department of Environmental Protection for the installation of a temporary road crossing named W-1025 well plugging temporary road crossing located in Center Township.
  7. CONSOL Pennsylvania Coal Company, LLC is submitting a permit application to the Pennsylvania Department of Environmental Protection for the construction of two ventilation boreholes for the Harvey Mine located in Morris Township.
  8. Alexandra Stockdale is applying for a GP-3 stream bank stabilization and gravel bar removal permit on Byard Run in Washington Township.
  9. John A. Wasieleski II is applying for a (GP-6) Agricultural Crossings and Ramps Coverage and will be installing an agricultural crossing on his property in Morris Township.
  10. Public Meeting regarding the replacement of Mapletown Road route 2016 bridge spanning Whiteley Creek in Monongahela Township Tuesday, May 23, 2017, 3pm to 4pm for local officials and from 4pm to 5:30pm for the general public at the Monongahela Township Building, 128 Maple Ridge Road, Greensboro, PA 15338.
  11. EQT Production Company is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities and chapter 105 general permit for the installation, operation, and maintenance of utility line and temporary access road stream crossings of the regulated waters of the Commonwealth from the Pennsylvania Department of Environmental Protection located in Washington Township.
Public Comment:
Commissioner Zimmerman announced that there will be the first hearing for CDBG directly after this meeting today.

Commissioner Coder made the motion and Commissioner Zimmerman the second to adjourn the meeting. Vote unanimous.
