The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order by Chairman Blair Zimmerman at 10:00 am in the first floor meeting room of the county office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, Cheryl Cowen, Charlotte Popielarcheck and Members of the Press.

Minutes — Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from January 4, 2017. Vote unanimous.

Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an allocation of $4,000 to Morris Township Supervisors for a stone monument honoring members of the community that served in the armed forces. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda an allocation of $4,000 to the VFW of Waynesburg Post #4793 to purchase a refrigerator, upright freezer and oven. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an allocation of $500 to PAX in cooperation with the VFW of Carmichaels Post #3191 towards the dinners provided every 4th Thursday at the VFW. Vote unanimous.
  4. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda an allocation of $5,000 to the Lions Club for the annual July 4th celebration. Vote unanimous.
  5. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a grant in the amount of $37,500 to Southwestern Pennsylvania Legal Services for low-income residents and victims of abuse. Vote unanimous.
  6. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda to cancel a Conflict Attorney Agreement between the County of Greene and Camson Rigby, LLC. Vote unanimous.
  7. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a Conflict Attorney Agreement between the County of Greene and Erick D. Rigby, LLC. Vote unanimous.
Bridges:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a Supplemental Engineering Agreement between the County of Greene and Widmer Engineering, Inc. for County Bridge #15 (over Muddy Creek located in Cumberland Township). Vote unanimous.
Appointments:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda to make a reappointment to the Housing Authority of Greene County for a three year term. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda to make a reappointment to the Southwest Corner Workforce Development Board of Directors retroactive to 08-01-16. Vote unanimous.
Tax Claim:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the Greene County Tax Claim Bureau has received a bid of one thousand dollars and 00/100 ($1,000), plus fees, for the following property: control #6-639 located in Dunkard Township. The property has been in the office since 1997 and was taken to upset sale on September 10, 2001 and judicial sale on August 21, 2007 and remains unsold. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the Greene County Tax Claim Bureau has received a bid of one thousand dollars and 00/100 ($1,000), plus fees, for the following property: control #6-640 located in Dunkard Township. The property has been in the office since 1997 and it was taken to upset sale on September 10, 2001 and judicial sale on August 29, 2008 and remains unsold. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the Greene County Tax Claim Bureau has received a bid of one thousand dollars and 00/100 ($1,000), plus fees, for the following property: control #6-71342 located in Dunkard Township. The property has been in the office since 1998 and it was taken to upset sale on September 10, 2001 and judicial sale on August 29, 2008 and remains unsold. Vote unanimous.
Emergency Management:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the first amendment to short form tower license agreement between the County of Greene and Crown Castle Company, LLC. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a contract between the County of Greene and Mission Critical Partners, Inc. to advance voice communication capabilities by migrating the County’s Selective Router and Automatic Location Identification data base services to the Verizon Selective Router network that is currently utilized by Washington and Fayette Counties. Vote unanimous.
Mental Health and Intellectual Disabilities:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the FY2016/2017 contract with Friel, Lokuta, and Stauffer, LLC. Vote unanimous.
Farmland Preservation:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the certification of County Funds for the 2017 program year. Vote unanimous.
Public Notices:
  1. Rice Drilling B, LLC is submitting a major modification for coverage under the erosion and sediment control general permit (ESCGP-2) to the Pennsylvania Department of Environmental Protection located in Center Township.
  2. Pennsylvania Department of Transportation has submitted an application to the Pennsylvania Department of Environmental Protection for a water obstruction permit located in Richhill Township.
  3. CONSOL Pennsylvania Coal Company, LLC has submitted an application to the Pennsylvania Department of Environmental Protection for a mining activity permit located in Richhill Township.
  4. CONSOL Pennsylvania Coal Company, LLC has submitted an application to the Pennsylvania Department of Environmental Protection for a mining activity permit located in Morris and Richhill Townships.
  5. EQT Production has submitted a renewal application to the Pennsylvania Department of Environmental Protection located in Center Township.
  6. CONSOL Pennsylvania Coal Company, LLC is submitting a permit application to the Pennsylvania Department of Environmental Protection for the installation of bleeder airshaft and eight boreholes for the Bailey Mine located in Richhill Township.
  7. Rice Drilling B, LLC is submitting to the Pennsylvania Department of Environmental Protection a water management plan for the withdrawal of water for use in oil and gas exploration activities located in Franklin Township.
  8. The federal energy regulatory commission has sent notice of availability of the draft environmental impact statement for the proposed Atlantic coast pipeline supply header project and capacity lease proposal.
