The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order at 10:00 am by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, JoAnne Marshall, Crystal Simmons, Charlotte Popielarcheck and Members of the Press.

Minutes — Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from February 1, 2017. Vote unanimous.

Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an allocation of $3,000 for the Carmichaels 250th Birthday Celebration. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda amendment #1 to the Greene County Airport Business Park Redevelopment Assistance Capital Project Grant Agreement to extend the termination date from February 28, 2017 to February 28, 2018. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda to award a bid for recycling facility upgrades. Vote unanimous.
Bridges:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda Widmer Engineering, Inc. is requesting the re-allocation of the funds within Part 4 construction inspection for county bridge #78 (over Owens Road in Richhill Township) move $9,075.20 from specific rate of compensation to direct cost other than payroll. Vote unanimous.
Proclamations:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a proclamation for Teen Dating Violence Awareness and Prevention Month February 2017. Vote unanimous.
Certificate:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a certificate acknowledging Helen (Murdock) Meighen on her 100th birthday. Vote unanimous.

  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an agreement for the care and maintenance of 129 graves in the Centennial Cemetery located in Aleppo Township at $3.00 per grave for an amount of $387.00. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an agreement for the care and maintenance of 8 graves in the Green Grove Cemetery located in Morris Township at $3.00 per grave for an amount of $24.00. Vote unanimous.

Recreation:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a contract between the County of Greene and Altered Gas Performance Events, LLC. Vote unanimous.
CDBG:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a Memorandum of Understanding between the County of Greene and Greensboro Borough that documents the obligations of the 2015 CDBG contract conditions. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a response to the PA DCED Center for Community Development Operations documenting that the project submitted as part of FFY 2015 application is part of an eligible project and will meet a national objective prior to the expiration of the contract. The contracting parties understand that the state may recapture the 2015 funds if an eligible project cannot be completed in the contract timeframe. Vote unanimous.
Public Notices:
  1. Southwestern Pennsylvania Water Authority is applying for a National Pollutant Discharge Elimination System (NPDES) Stormwater Permit from the Greene County Conservation District allowing the discharge of stormwater from construction activities. Also, applying for a general permit (GP-5) utility line stream crossing from the Greene County Conservation District to install water lines located in Franklin Township and Waynesburg Borough.
  2. EQT Production is submitting to the Pennsylvania Department of Environmental Protection for the addition of an update to the PCSM Plan for permitted well pad (ESG-14-059-0023) located in Morris and Washington Townships.
  3. AMD Restoration, Inc. is applying for a general NPDES Permit (PAG-02) for stormwater discharge associated with construction activities and a restoration waiver from the Pennsylvania Department of Environmental Protection located in Dunkard Township.
  4. Cone Gathering, LLC has provided notification to the Pennsylvania Department of Environmental Protection Air Quality Program to modify their existing operating general plan approval and operating permit (GP-5) for the natural gas compress station located in Center Township.
  5. EQM Gathering, OPCO, LLC is submitting a chapter 105 waterbody obstruction and encroachment general permit registration for the NIMA-D001/S004/5005 pipeline located in Washington, Morgan and Franklin Townships notice of intent for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment facilities previously approved under NIMA-D001/S004/S005 (ESG-00-059-15-0007).
  6. APV Renaissance Partners OPCO, LLC is submitting to the Pennsylvania Department of Environmental Protection an air quality plan approval application to install a 1000+MW combined cycle (2 X 1) gas turbine facility with heat recovery and steam generation at the retired First Energy Hatfield’s Ferry plant.
