Salary Board Meeting Notes
Greene County Board of Commissioners

The Salary Board Meetings are held on the third Thursday of every month immediately following the Commissioners Board Meeting and the Retirement Board Meetings (except for May, August, November, and December); and will be held in the first floor conference room of the County Office Building. Meeting dates and any changes will be posted publically in the local newspaper and on the county website at www.co.greene.pa.us. The purpose of these salary board meetings is to review employee changes, such as staffing and salaries that have occurred since last salary board meeting, discuss any personnel actions, and to vote on matters concerning the employees, vacancy announcements, and any other business.

Meeting Brought to Order:
The Greene County Salary Board meeting was brought to order by by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Rebecca Harris, Dave Balint, Cory Grandel, JoAnn Marshall, Charlotte Popielarcheck and Members of the Press.

Minutes — Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from May 18, 2017. Vote unanimous.

Administration:
  1. Commissioner Coder made the motion and Commissioner Trader the second to approve a cost of living increase in the amount of 3% for all regular full-time non-union and regular part time non-union employees effective 07-01-17. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to approve a cost of living increase to the non-union salary scale and to all regular full-time non-union and regular part-time non-union employees with less than one year of employment in the amount of 1.5% effective 07-01-17. Vote unanimous.
Human Services:
  1. Commissioner Coder made the motion and Commissioner Trader the second for the transfer of the position of Forensic Specialist from non-union to UMWA Human Services/CYS contract effective 07-01-17. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second for the transfer of Adam Gillingham from non-union to union Forensic Specialist @19.61 per hour UMWA HS/CYS effective 07-01-17. Vote unanimous.
  3. Commissioner Trader made the motion and Commissioner Coder the second for the transfer of the Communities that Care (CTC) Mobilizer position from non-union to UMWA Human Services/CYS contract effective 07-01-17. Vote unanimous.
  4. Commissioner Coder made the motion and Commissioner Trader the second for the transfer of Lori Lhota from non-union to union Communities that Care (CTC) Mobilizer @$18.80 per hour UMWA HS/CYS effective 07-01-17. Vote unanimous.
  5. Commissioner Trader made the motion and Commissioner Coder the second to accept the resignation of Erin Kuhns, Caseworker, effective 07-27-17. Vote unanimous.
CYS:
  1. Commissioner Coder made the motion and Commissioner Trader the second to approve the promotion of Brandy Yekel to regular full time CYS Fiscal Operations Officer @$37,843.08 per year effective 06-05-17. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to hire Natalie Barrett as a regular full time Caseworker I @$18.80 per hour UMWA HS/CYS effective 05-22-17. Vote unanimous.
  3. Commissioner Coder made the motion and Controller Balint the second to hire Rachel Klemash as a regular full time Caseworker I @$18.80 per hour UMWA HS/CYS effective 06-19-17. Vote unanimous.
  4. Controller Balint made the motion and Commissioner Trader the second to accept the resignation of Meghan Ricciuti, Caseworker I effective 06-01-17 and pay all applicable leave balances. Vote unanimous.
  5. Commissioner Trader made the motion and Commissioner Coder the second to approve the temporary increase in salary for Jessica Sphar, CYS Caseworker Manager, to $46,031.59 per year and temporary on-call pay of $300 per week when assigned as the on-call supervisor, effective 06-05-17. Increase will be in effect while employee is taking on the additional duties of Caseworker Supervisor and will end when vacant Supervisor positions are filled. Vote unanimous.
  6. Commissioner Coder made the motion and Commissioner Trader the second for the creation of the positon of Children and Youth Director under Management PG 12. Vote unanimous.
  7. Commissioner Trader made the motion and Commissioner Coder the second to accept the promotion of Stacey Courtwright to Acting Children and Youth Director @$52,500 per year MG PG 12 effective 06-05-17. Vote unanimous.
  8. Commissioner Coder made the motion and Controller Balint the second to accept the reclassification of the position of Casework Manager to Management PG 11. Vote unanimous.
  9. Commissioner Coder made the motion and Controller Balint the second to accept the reclassification of Jessica Sphar, Casework Manager to $46,401.20 per year MG PG 11 effective 07-01-17. Vote unanimous.
  10. Commissioner Trader made the motion and Controller Balint the second to accept the reclassification of the position of Casework Supervisor to Management PG 9. Vote unanimous.
  11. Controller Balint made the motion and Commissioner Trader the second to accept the reclassification of Davine Arnold, Caseworker Supervisor to $48,777.07 per year MG PG 9 effective 07-01-17. Vote unanimous.
  12. Controller Balint made the motion and Commissioner Trader the second to accept the reclassification of Michelle Howard, Casework Supervisor to $40,277.67 per year MG PG 9 effective 07-01-17. Vote unanimous.
Jail:
  1. Commissioner Coder made the motion and Commissioner Trader the second for the transfer of John Hackinson to regular part time Corrections Officer @$15.52 per hour SEIU Prison effective 05-28-17. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second for the change in resignation date of Christopher Wright, Corrections Officer, to 06-03-17. Vote unanimous.
  3. Commissioner Trader made the motion and Controller Balint the second to hire Anthony Martin and Donald White as casual Corrections Officers @$12.77 per hour effective 06-12-17. Vote unanimous.
  4. Controller Balint made the motion and Commissioner Trader the second to hire Dale Campbell as a casual Corrections Officer @$12.77 per hour effective 06-18-17. Vote unanimous.
  5. Commissioner Trader made the motion and Commissioner Coder the second to accept the resignation of John Hackinson, Corrections Officer, effective 06-16-17. Vote unanimous.
  6. Commissioner Coder made the motion and Commissioner Trader the second for the promotion of Donald White and Anthony Martin to regular part time Corrections Officer I @$14.52 per hour SEIU Prison effective 06-25-17. Vote unanimous.
  7. Commissioner Trader made the motion and Controller Balint the second for the promotion of Ryan Baker to regular part time Corrections Officer I @$14.52 per hour SEIU Prison effective 06-18-17. Vote unanimous.
911:
  1. Commissioner Trader made the motion and Commissioner Coder the second for the rehire of Bandon Kozich as casual 911 Telecommunicator @$10.50 per hour effective 06-13-17. Vote unanimous.
Courts:
  1. Commissioner Coder made the motion and Commissioner Trader the second to accept the resignation of Aimee Gillispie, Administrative Assistant, effective 06-23-17. Vote unanimous.
Sheriff:
  1. Commissioner Trader made the motion and Commissioner Coder the second for the reclassification of Amanda Stauffer to Deputy Sheriff II @$16.04 per hour SEIU PG 12 effective 06-01-17. Vote unanimous.

Commissioner Trader made the motion and Commissioner Coder the second to adjourn the meeting. Vote unanimous.
