Greene County Board of Commissioners

The Salary Board Meetings are held on the third Thursday of every month immediately following the Commissioners Board Meeting and the Retirement Board Meetings (except for May, August, November, and December); and will be held in the first floor conference room of the County Office Building. Meeting dates and any changes will be posted publically in the local newspaper and on the county website at www.co.greene.pa.us. The purpose of these salary board meetings is to review employee changes, such as staffing and salaries that have occurred since last salary board meeting, discuss any personnel actions, and to vote on matters concerning the employees, vacancy announcements, and any other business.

Meeting Brought to Order:
The Greene County Retirement Board meeting was brought to order by by Chairman Blair Zimmerman in the first floor meeting room of the county office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Rebecca Harris Cheryl Cowen, Sheila Rode, Marge Fox, Dave Balint, Cory Grandel, Charlotte Popielarcheck and Members of the Press.

Minutes — Commissioner Coder made the motion and Commissioner Trader the second to approve the minutes from December 15, 2016. Vote unanimous.

Children & Youth Services (CYS):
  1. Commissioner Coder made the motion and Controller Balint the second to hire Anthony Negley as a regular full time County Caseworker I @$18.80 per hour UMWA HS/CYS effective 01-03-17. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to accept the promotion of Michelle Howard to regular full time Casework Supervisor @$21.22 hour MG PG 7 effective 01-01-17. Vote unanimous.
  3. Controller Balint made the motion and Commissioner Trader the second to hire Kimberly Thompson as a regular full time County Caseworker 1 @$18.80 per hour UMWA HS/CYS effective 01-03-17. Vote unanimous.
  4. Controller Balint made the motion and Commissioner Trader the second to hire Thomas Stimaker and Eric Hurd as regular full time County Caseworker 1ís @$18.80 per hour UMWA HS/CYS effective 01-17-17. Vote unanimous.
Human Services:
  1. Commissioner Trader made the motion and Commissioner Coder the second to accept the transfer of Adam Gillingham to regular full time Forensic Specialist @$19.61 per hour MG PG 7 effective 01-09-17. Vote unanimous.
Greene County Jail:
  1. Commissioner Trader made the motion and Commissioner Coder the second to accept the temporary promotion of Brian Bundy and Tina Smith to Shift Supervisors @$18.19 per hour employees will work on an as needed basis in this position and be paid corresponding pay rate for those shifts, effective 12-01-16 until full time Shift Supervisors return from leave. Vote unanimous.
  2. Controller Balint made the motion and Commissioner Coder the second to accept the transfer of Zachary Burger from temporary part time to Casual Corrections Officer @$12.77 per hour effective 01-01-17. Vote unanimous.
  3. Controller Balint made the motion and Commissioner Trader the second to accept the promotion of BJ Walters to regular part time Corrections Officer @$14.77 per hour SEIU Prison effective 01-01-17. Vote unanimous.
  4. Commissioner Coder made the motion and Commissioner Trader the second to accept the promotion of Karen Tayler to regular full time Food Service Supervisor @$16.77 per hour SEIU PG 12 effective 01-01-17. Vote unanimous.
  5. Commissioner Trader made the motion and Controller Balint the second to accept the correction in pay rate for John Fox regular full time Shift Supervisor to $37,843.08 per year MG PG 8 effective 11-11-16. Vote unanimous.
Maintenance:
  1. Controller Balint made the motion and Commissioner Trader the second to accept the retirement of Robert Burrie, Custodial Worker, effective 02-28-17 pay $5,000 severance and all applicable leave balances including sick time at $50.00 per day. Vote unanimous.
Solicitors:
  1. Commissioner Trader made the motion and Controller Balint the second to accept the pay increase for Cheryl Cowen to $125,000 per year for the term beginning 01-01-17 and ending 12-31-17 per employment agreement. Vote unanimous.
  2. Commissioner Trader made the motion and Controller Balint the second to accept the pay increase of Gregory Hook to $85,000 per year for the term beginning 01-01-17 and ending 12-31-17 per employment agreement. Vote unanimous.
  3. Commissioner Trader made the motion and Controller Balint the second to accept the renewal of employment agreement for Jeffrey Grimes @$33,000 per year for the term beginning 01-01-17 and ending 12-31-17. Vote unanimous.

Public Defender:
  1. Commissioner Trader made the motion and Controller Balint the second to remove Denise Thomas, Legal Secretary, from payroll effective 01-31-17 due to end of approved leave of absence period. Vote unanimous.
District Attorney:
  1. Controller Balint made the motion and Commissioner Trader the second for the correction in pay rate for Andrew Lock to $42,205.86 from August 1, 2015 to June 30, 2016 and $42,733.44 effective July 1, 2016 to match the management scale. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second for the reclassification of Brianna Vanata, First Assistant District Attorney, from management pay grade 12 to 13 @$45,000 per year effective 01-01-17. Vote unanimous.
  3. Marge Fox made the motion and Commissioner Trader the second for the reclassification of the Assistant District Attorneys from management pay grade 10 to 11 at the following rates, effective January 1, 2017: Vote unanimous.
