Greene County Board of Commissioners

The Salary Board Meetings are held on the third Thursday of every month immediately following the Commissioners Board Meeting and the Retirement Board Meetings (except for May, August, November, and December); and will be held in the first floor conference room of the County Office Building. Meeting dates and any changes will be posted publically in the local newspaper and on the county website at www.co.greene.pa.us. The purpose of these salary board meetings is to review employee changes, such as staffing and salaries that have occurred since last salary board meeting, discuss any personnel actions, and to vote on matters concerning the employees, vacancy announcements, and any other business.

Meeting Brought to Order:
The Greene County Retirement Board meeting was brought to order by Commissioner Coder in the first floor meeting room of the County office building. Others in attendance were: Commissioner Trader, Chief Clerk Jeff Marshall, Rebecca Harris, Cheryl Cowen, Lu Lewis, Dave Balint, JoAnne Marshall, Sheila Rode, Cory Grandel, Charlotte Popielarcheck, General Public and Members of the Press. Commissioner Zimmerman was absent.

Minutes — Commissioner Trader made the motion and Controller Balint the second to approve the minutes from January 19, 2017. Vote unanimous.

Tax Assessment:
  1. Controller Balint made the motion and Commissioner Trader the second to accept promotion of Lisa Main to regular full time Field Assessor 1 @$18.27 per hour SEIU PG 10 effective 02-06-17. Vote unanimous.
  2. Commissioner Trader made the motion and Controller Balint the second to hire Charlotte Miller as a regular part time Deed Transfer Clerk @$11.59 per hour effective 02-01-17. Vote unanimous.
Human Services:
  1. Commissioner Trader made the motion and Controller Balint the second to hire Lindsay Teagarden as a regular full time Fiscal Assistant @$13.77 per hour SEIU PG 8 effective 01-23-17. Vote unanimous.
  2. Controller Balint made the motion and Commissioner Trader the second to accept the resignation of Mary Kovach, High Fidelity Wraparound Facilitator, effective 03-10-17. Vote unanimous.
  3. Commissioner Trader made the motion and Controller Balint the second to accept the reclassification of Nicole Roberts to Social Service Aide II @$16.62 per hour SEIU PG 8 effective 01-01-17. Vote unanimous.
  4. Commissioner Trader made the motion and Controller Balint the second to hire Melody Kennedy as a regular full time Fiscal Assistant I in CYS @$13.77 per hour SEIU PG 8 effective 02-27-17. Vote unanimous.
Jail:
  1. Commissioner Trader made the motion and Controller Balint the second to accept the promotion of Nicholas Santoyo and Shayla Kniha as regular full time Corrections Officer I @$15.77 per hour SEIU Prison effective 01-22-17. Vote unanimous.
  2. Controller Balint made the motion and Commissioner Trader the second to hire Fred Kovulchuk as a regular full time Food Service Worker @$14.52 per hour SEIU PG 10 effective 01-30-17. Vote unanimous.
  3. Controller Balint made the motion and Commissioner Trader the second to accept the reclassification of the following Corrections Officers I to Corrections Officer II SEIU Prison effective 01-01-17: Vote unanimous. Lisa Caltuna $21.68 to $22.76, Stephen T. Cummins $19.03 to $19.98, Monte Keys $19.03 to $19.98, Nicole McGrady $19.03 to $19.98, Paul Neligh $22.40 to $23.52, John Nilson $19.03 to $19.98, Kelly Rishell $19.03 to $19.98, Sue Ellen Ruffner $19.03 to $19.98, William Strope $19.03 to $19.98 and Alison Shipman $19.03 to $19.98.
  4. Commissioner Trader made the motion and Controller Balint the second to accept the promotion of Zachary Burger to regular part time Corrections Officer I @$14.77 per hour SEIU Prison effective 02-05-17. Vote unanimous.
Maintenance:
  1. Commissioner Trader made the motion and Controller Balint the second to accept the reclassification of Robert Burrie to Custodial Worker II @$15.36 per hour SEIU PG 8 effective 01-01-17. Vote unanimous.
  2. Controller Balint made the motion and Commissioner Trader the second to accept the reclassification of Lewis Santucci to Maintenance Worker II @$15.26 per hour SEIU PG 8 effective 01-01-17. Vote unanimous.
  3. Controller Balint made the motion and Commissioner Trader the second to accept the reclassification of John Cirota to Custodial Worker II @$15.36 per hour SEIU PG 4 effective 01-01-17. Vote unanimous.
  4. Controller Balint made the motion and Commissioner Trader the second to hire John Michael Dulaney as a regular full time Custodial Worker I @$11.92 per hour SEIU PG 2 effective 02-13-17. Vote unanimous.

  1. Commissioner Trader made the motion and Controller Balint the second to resend the promotion of Maureen Maher and return to prior position of Legal Secretary III @$20.97 per hour SEIU PG 12 effective 01-01-17. Vote unanimous.
Sheriff:
  1. Commissioner Trader made the motion and Controller Balint the second to accept the promotion of Donald Pope to regular full time Sheriff Deputy I @$14.52 per hour SEIU PG 10 effective 02-06-17. Vote unanimous.
Probation and Domestic Relations:
  1.   1. Commissioner Trader made the motion and Controller Balint the second to accept the adjustment in salary for Kimberly Furmanek, Assistant Public Defender, in the amount of $726.50 for the 2016 calendar year. Vote unanimous.
  2. Commissioner Trader made the motion and Controller Balint the second to accept the reclassification of Kimberly Furmanek, Assistant Public Defender, to $47,300 per year MG PG 11 effective 01-01-17. Vote unanimous.
911:
  1. Controller Balint made the motion and Commissioner Trader the second to accept the resignation of Donna Whipkey, 911 Telecommunicator, effective 02-28-17. Vote unanimous.
