The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order at 10:00 am by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, Becky Harris, Marge Fox, Sheila Rode, Charlotte Popielarcheck, General Public and Members of the Press.

Bill May, Commander of the Carmichaels VFW,; Calvin Cox, President of the Veterans Council and Buzz Walters of the 40 and 8 to lead the Pledge of Allegiance.

Meeting Minutes Approval:
Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from March 2, 2016. Vote unanimous.

Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Trader the second to approve drawings from Pennoni for the construction of the airport access road east and parking lot. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to approve Widmer’s supplemental proposal to obtain a permit from the DEP for wetland delineations, bridge demolition and maintenance in the amount of $6,500. Vote unanimous.
Tax Claims:
  1. Commissioner Coder made the motion and Commissioner Trader the second in accordance with the Real Estate Tax sale (Act of July 7, 1947, P.L. 1368 No. 542), Section 613, as amended, notice is hereby given that a proposed sale price in the amount of two thousand dollars and 00/100 ($2,000), plus fees, has been received and approved by the tax claim bureau of the County of Greene for the private sale of the following property: Parcel # 05-06-119 located in Cumberland Township. Vote unanimous.
Veterans Affairs:
  1. Commissioner Trader made the motion and Commissioner Coder the second for an agreement for the care and maintenance of 95 graves in the Glades Church Cemetery located in Cumberland Township at $3.00 per grave for a total of $285. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second for an agreement for the care and maintenance of 74 graves in the Claughton Cemetery located in Whiteley Township at $3.00 per grave for a total of $222. Vote unanimous.
  3. Commissioner Trader made the motion and Commissioner Coder the second for an agreement for the care and maintenance of 70 graves in the West Union Cemetery located in Morris Township at $3.00 per grave for a total of 210. Vote unanimous.
Emergency Management Agency (EMA):
  1. Commissioner Coder made the motion and Commissioner Trader the second for a contract between the County of Greene And Mission Critical Partners for regional computer aided dispatch projects in the amount of $25,000. Vote unanimous.
Drug and Alcohol:
  1. Commissioner Trader made the motion and Commissioner Coder the second for the Community Foundation of Greene County Fiscal Sponsorship Agreement. Vote unanimous.
Children and Youth (CYS):
  1. Commissioner Coder made the motion and Commissioner Trader the second for the FY2016/2017 2nd Quarter Act 148 quarterly report of expenditures. Vote unanimous.
Recreation:
  1. Commissioner Trader made the motion and Commissioner Coder the second to award the following recreation mini grants in the amount of $21,000: Vote unanimous.
    1. Greensboro Youth Baseball in the amount of $2,000 for Greensboro Youth baseball field updates.
    2. Jefferson/Jags in the amount of $1,500 for field dirt.
    3. Cumberland Township/King Coal Youth Baseball in the amount of $2,000 for field light project.
    4. Center Township/Rogersville Youth Baseball in the amount of $3,000 for park and field improvements.
    5. Waynesburg Baseball Boosters in the amount of $1,500 to upgrade baseball field.
    6. Washington Township in the amount of $2,000 for township park fencing.
    7. Jefferson Township/Jefferson Morgan Youth Baseball in the amount of $2,000 for baseball field improvement project.
    8. Waynesburg Borough/Franklin Township in the amount of $2,000 for Meadowlark Park upgrade.
    9. Izzak Walton League of America in the amount of $1,500 for enhancement of recreation in Ten Mile Creek.
    10. Dunkard Girls Youth Softball Association in the amount of $2,000 for patio roof.
    11. Waynesburg Youth Baseball Association in the amount of $1,500 to upgrade bronco and pony baseball fields.

  1. Commissioner Coder made the motion and Commissioner Trader the second to award the following community events and projects grants in the amount of $25,000: Vote unanimous.

  2. Commissioner Trader made the motion and Commissioner Coder the second to award the following capital development and improvements grants in the amount of $10,000: Vote unanimous.
    1. Recreation Information Signage Project in the amount of $5,000.
    2. Carmichaels Area Historical Digitization Project in the amount of $3,500.
    3. Warrior Trail Maintenance in the amount of $1,500.
Industiral Development Authority (IDA):
  1. Commissioner Coder made the motion and Commissioner Trader the second for an agreement between the County of Greene, the Industrial Development Authority and Sharon Rodavich to act as an independent contractor performing duties as a consultant in Business/Community Development. Vote unanimous.
Public Notices:
  1. Waynesburg Borough has submitted an application to the Pennsylvania Department of Environmental Protection for a (GP-7) minor road crossing permit to install 2 72” pipes to replace the existing bridge on Meadowlark Park.
  2. CONSOL Pennsylvania Coal Company, LLC is submitting a permit application to the Pennsylvania Department of Environmental Protection for the installation of three degas boreholes for the Bailey Mine located in Richhill Township.
  3. B & D Auto Repair is submitting an application to the Pennsylvania Department of Environmental Protection for a (GP-5) utility line stream coverage and will be installing a 1” gas line to the business in Freeport Township.
  4. Joshua Ellis is submitting an application to the Pennsylvania Department of Environmental Protection for a (GP-5) utility line stream crossing coverage and will be installing a 1” gas line to his home in Freeport Township.
  5. Rices Landing Borough is applying to the Department of Environmental Protection for a renewal of an existing National Pollutant Discharge Elimination System (NPDES) permit for the sewage treatment facility located in Rices Landing Borough.
  6. AMD Reclamation, Inc. is applying for a (GP-5) utility line stream crossing general permit from the Pennsylvania Department of Environmental Protection located in Dunkard Township.
  7. Application of Southwestern Pennsylvania Water Authority for approval to alter the public crossing (DOT 367 900 G) by installation of a underground water pipeline where T-684 (Elm Drive) crosses, below grade, the track of Norfolk Southern Railway Company located in Franklin Township.
  8. CNX Gas Company, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Morris Township.
  9. Construction for the Route 18 (Browns Creek Road) bridge, spanning Browns Creek in Morris Township is scheduled to begin as part of the Pennsylvania Department of Transportation’s Rapid Bridge Replacement Project replacement of this bridge will allow PennDOT to remove it from Greene County’s structurally deficient list.
  10. Waynesburg (Rogersville) DPP, LLC has submitted with a permit application to the Pennsylvania Department of Environmental Protection (NPDES) for proposed improvements to include the construction of a 9100 SF retail store with a parking lot and stromwater management facilities.
  11. Ryerson Station Dam has been classified by the Department of Environmental Protection division of dam safety as a high hazard dam; this is a dam so located as to endanger populated areas downstream by its failure. A copy of this plan, including an inundation map noting areas in Richhill Township at the following locations Ryerson Station State Park, Richhill Township EMA, Greene County Emergency and Marshall County EMA.
  12. The Department of Environmental Protection has made a modification to the registration of general permit #WMGR123SW010 for operation of the Greene County Water Treatment Facility located in Franklin Township.
  13. James McClure, Jr. is applying to the Pennsylvania Department of Environmental Protection for a (GP-5) utility line stream crossing coverage and will be installing a 1” gas line to the business in Aleppo Township.
  14. EQT Production Company is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Washington Township.
Public Comment:
Commissioner Zimmerman made the announcement that there will be salary board and retirement board will be directly after this meeting. Prison Board meeting will be at noon at the Greene County Prison.
