The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order by Chairman Blair Zimmerman at 10:00 am in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, Rebecca Harris, Craig Wise, JoAnn Marshall and Charlotte Popielarcheck.

Buzz Walters of the 40 and 8 to lead the Pledge of Allegiance.

Meeting Minutes Approval:
Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from June 22, 2017. Vote unanimous.

Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Trader the second to modify the County travel policy retroactive to July 1, 2017. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to accept Shelly Brown’s resignation from the Southwest Corner Workforce Investment Board of Directors. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second for a proposal for professional services between the County of Greene and EADS Architects, Inc. for the masonry restoration project at the Fort Jackson Building in the amount of $40,800 for the design and $18,700 for construction consultation. Vote unanimous.
  4. Commissioner Trader made the motion and Commissioner Coder the second for a proposal between the County of Greene and Fire Fighter Sales and Service Company for a complete install of a fire alarm system in the Fort Jackson Building in the amount of $22,343.20. Vote unanimous.
  5. Commissioner Coder made the motion and Commissioner Trader the second for a proposal between the County of Greene and Fire Fighter Sales and Service Company for a complete install of a fire alarm system in the Ben Franklin Building in the amount of $19,894.16. Vote unanimous.
  6. Commissioner Trader made the motion and Commissioner Coder the second to accept the Financial Statements and Required Supplementary Information and Supplementary Information from Maher Duessel for the year ended December 31, 2016. Vote unanimous.
  7. Commissioner Coder made the motion and Commissioner Trader the second for an agreement between the County of Greene and Kirk A. King, Esquire for services in the Register and Recorders office in the amount of $6,000. Vote unanimous.
  8. Commissioner Trader made the motion and Commissioner Coder the second for a change order from Gumpher, Inc. in the amount of $11,628.60 for fairground improvements. Vote unanimous.
  9. Commissioner Coder made the motion and Commissioner Trader the second to accept an attorney Agreement between the County of Greene and Timothy Ross, Esquire for duties as assigned in the Public Defender’s office in the amount of $3,750 per month effective 06-30-17. Vote unanimous.
  10. Commissioner Trader made the motion and Commissioner Coder the second for a special events agreement between the County of Greene and Cineworx Productions to lease the courthouse on August 26, 2017 from 10:00 pm to 1:00 am. Vote unanimous.
  11. Commissioner Coder made the motion and Commissioner Trader the second for a request from Pennoni Associates, Inc. for a staff increase of 2% for the current Transportation Construction Inspector Supervisor. The current rate for this position is $29.30 per hour and the requested rate for this position is $29.89 per hour per staff classification by PennDOT. Vote unanimous.
  12. Commissioner Trader made the motion and Commissioner Coder the second for a notice to proceed to Morgan Excavating, LP for construction of the access road east and parking lot for the Greene County Airport. Vote unanimous.
  13. Commissioner Coder made the motion and Commissioner Trader the second for a change order #5 from Management Engineering Corporation in the credit amount of $4,313.46 for the Greene County Airport Entrance Driveway. Vote unanimous.
  14. Commissioner Trader made the motion and Commissioner Coder the second to award a bid for the Greene County Courthouse miscellaneous repairs and restorations project to Jesse L. Fiske, Sr., LLC in the amount of $246,800.00 pending solicitor, controller and engineer approval.
Bridges:
  1. Commissioner Coder made the motion and Commissioner Trader the second for a Standard Bridge Reimbursement Agreement Grant Agreement between the County of Greene and the Commonwealth of Pennsylvania, acting through the Department of Transportation for County Bridge #63 (Gray Township) and assign Jeffrey A. Marshall, Chief Clerk, to be sole signatory on all documents relative to Greene County Bridges. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second for a Project Specific Agreement between the County of Greene and Widmer Engineering, Inc. for Greene County Bridge #63 (Gray Township) in the amount of $357, 275.46. Vote unanimous.
Veterans Affairs:
  1. Commissioner Coder made the motion and Commissioner Trader the second for an application from the American Legion Post #992 in the amount of $200.00 for Memorial Day Expenses. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second for an application from the Filer-Sadlek Post #954 in the amount of $200.00 for Memorial Day Expenses. Vote unanimous.
Probation:
  1. Commissioner Coder made the motion and Commissioner Trader the second for the Greene County State Offender Supervision Fund Agreement for FY 2017-2018. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second for a Grant-In-Aid continuing program for the improvement of adult probation services for FY2017-2018 application and agreement. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second for the purchase of service agreement between the County of Greene and Jefferson County Juvenile Detention Center for Juvenile Detention Services. Vote unanimous.
  4. Commissioner Trader made the motion and Commissioner Coder the second for the criminal justice advisory board mini grant in the amount of $1,500 for mental health. Vote unanimous.
Human Services:
  1. Commissioner Coder made the motion and Commissioner Trader the second for the FY2016/2017 grant amendment with HUD for grant PA0284L3E011508 for permanent supportive housing and shelter plus care. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second for the FY2017/2018 contracts with HUD for housing grants PA0284L3E011508, PA0651L3E011604, PA0780L3E011601 and PA0781L3E011601 for permanent supportive housing and shelter plus care. Vote unanimous.
Mental Health and Intellectural Disabilities:
  1. Commissioner Coder made the motion and Commissioner Trader the second for the FY2017/2018 contract with Allegheny Health Choices, Inc. Vote unanimous.
Children and Youth (CYS):
  1. Commissioner Trader made the motion and Commissioner Coder the second for the health services coordination of care agreement between the County of Greene Children and Youth Services and Gateway Health Plan, LP. and assign Stacey Courtwright as sole signatory on the documents. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second for a notice of intent to participate in Pennsylvania’s Barriers to Permanency Project. Vote unanimous.
  3. Commissioner Trader made the motion and Commissioner Coder the second for an addendum to the contract with Sharon Willison for work as an independent contractor working for CYS effective 07-01-17. Vote unanimous.
CDBG:
  1. Commissioner Coder made the motion and Commissioner Trader the second for the re-evaluation for contract #C000065035 Waynesburg Borough phase I sewer system characterization, long term control plan. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second for an exempt status determination for Waynesburg Borough waste water treatment plant and pump station rehabilitation. Vote unanimous.
Public Notices:
  1. Pennsylvania Department of Environmental Protection acknowledges the modification to the erosion and sedimentation control plan submitted to the South West Regional Office on 06-15-17 located in Gilmore Township.
  2. Mary M. Huey is applying to the Pennsylvania Department of Environmental Protection for a (GP-5) utility line stream crossing coverage and will be installing a 2” gas line to her home in Monongahela Township.
  3. Construction is no expected to begin during the week of July 31 and be complete in early November. During construction drivers will be directed to follow a detour along Old Hunting Hills Road (Route 2029), Dairy Road (Route 2014) and Route 88 (South Eighty Eight Road).
  20. Construction for the Mapletown Road (Route 2016) bridge, which spans Whiteley Creek in Monongahela Township, had been previously postponed, but due to accelerated site preparation, work is scheduled to begin during the week of July 17 and be complete in late October.

CNX Gas Company, LLC has submitted after the fact an (ESCGP-2) major modification after the fact (GP-5) utility line stream crossing and after the fact (GP-8) temporary road crossing to the Pennsylvania Department of Environmental Protection for the previous installation of pipeline and waterline located in Morris Township.
  22. Tierra Solutions, Inc. has submitted a general permit registration form for a general permit for maintenance, testing, repair, rehabilitation, or replacement of water obstructions and encroachments (BWEW-GP-11) for the Gateway Mines Project located in Morgan Township.
  23. Norbert Rebholz is applying for a (GP-7) minor road crossing permit from the Pennsylvania Department of Environmental Resources located in Gilmore Township.
