The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order by Chairman Blair Zimmerman at 10:00 am in the first-floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, JoAnne Marshall, Crystal Simmons, Rebecca Harris, Lu Lewis, Karen Bennett, Charlotte Popielarcheck, General Public and Members of the Press. Commissioner Trader absent.

Buzz Walters, from the 40 and 8 to lead the Pledge of Allegiance.

Meeting Minutes Approval:
Commissioner Coder made the motion and Commissioner Zimmerman the second to approve the minutes from April 6, 2017. Vote unanimous.

Proclamations:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second for a proclamation to Paint the Town Purple April 28, 2017. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second for a proclamation for Sexual Assault Awareness Month April 2017. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Zimmerman the second for a proclamation for Soil and Water Stewardship Week April 23 through April 29, 2017. Vote unanimous.
Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second to declare an emergency situation with respect to the Fort Jackson building at the request of EADS Architects, Inc. for removal of loose bricks per existing contract with Jesse Fisk. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second for change order #4 from Management Engineering Corporation with a credit of $34,891.74 for the airport entrance driveway. Vote unanimous.
Emergency Management:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second for the Hazardous Material Emergency Response Report Certification. Vote unanimous.
Human Services:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second for a Grant Amendment from HUD for Grant Number PA0284LE011508. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second for the FY2017/2018 Shared Ride Application with PA DOT. Vote unanimous.
Mental Health and Intellectual Disabilities:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second for the FY2016/2017 contracts with: Vote unanimous.

CDBG:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second for the CDBG Discretionary Contract Appendix C Modifications. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Zimmerman the second for the Community Development Block Grant Contract in the amount of $516,036. Vote unanimous.
Public Notices:
  1. EQT Production Company is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Washington Township.
  2. Peoples Natural Gas Company, LLC is applying for a general permit (GP-5) utility line stream crossing from the Pennsylvania Department of Environmental Protection for gas pipeline replacement located in Morgan Township.
  3. CA Harvey Flare, LLC is submitting an air quality plan approval application to install a methane mitigation system that will flare methane from seven degas boreholes at the CONSOL Harvey Mine located in Washington Township.
  4. CNX Gas Company, LLC is submitting an erosion and sediment control general permit (ESCGP-2) application for earth disturbance associated with oil and gas exploration, production, processing or treatment operations, or transmission facilities to the Pennsylvania Department of Environmental Protection for which an (ESCGP-1) was previously approved located in Morris Township.
  5. CONE Midstream Partners, LP will be submitting a general permit (GP-5) utility line stream crossing and general permit (GP-8) temporary road crossing application to the Pennsylvania Department of Environmental Protection located in Richhill Township.
  6. CNX Gas Company, LLC is submitting a (ESCGP-2) permit application to the Pennsylvania Department of Environmental Protection for regulated work related to the development of a natural gas pipeline located in Morris Township.
  7. EQT Production is submitting an application to the Pennsylvania Department of Environmental Protection Southwest Regional Office for a public water supply withdrawal located in Washington Township.
  8. Environmental Solutions and Innovations, Inc. is applying for a chapter 105 general permit registration form to the Pennsylvania Department of Environmental Protection located in Morris Township.
  9. First Energy Generation, LLC has submitted an application to the Pennsylvania Department of Environmental Protection for a state only operating permit under the air permitting program for the Hatfield’s Ferry Landfill.
  10. Rice Drilling B, LLC is submitting a major modification (ESX12-059-0026) to coverage under the erosion and sediment control general permit (ESCGP-2) to the Pennsylvania Department of Environmental Protection located in Franklin Township.
  11. The Federal Energy Regulatory Commission revised schedule for the completion of the environmental impact statements for Mountain Valley Pipeline LLC’s mountain valley project and Equitrans issuance of notice of availability of the final EIS June 23, 2-17 and 90 day federal authorization decision deadline 09-21-17.
  12. Dominion is proposing the Sweden Valley Project which would move natural gas from northern Pennsylvania for delivery in Ohio to help meet the growing demand for cleaner energy, heat homes and businesses, and support economic development in the region no formal presentation will be given open house April 26, 2017 5:00 pm to 7:30 pm Greene County Fairgrounds, Auction Building, 107 Fairgrounds Road, Waynesburg.
  13. CNX Gas is constructing a natural gas well pad in Richhill Township on land that is under lease an application has been submitted to the Pennsylvania Department of Environmental Protection for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities.
  14. CNX Gas Company, LLC is submitting an after the fact general permit (GP-5) utility line stream crossing and general permit (GP-8) temporary road crossing application to the Pennsylvania Department of Environmental Protection for the previous installation of (2) 10” pipelines and 20” inch pipeline located in Morris Township.
  15. People’s Natural Gas Company, LLC gas line relocation located in the Borough of Clarksville and Jefferson Township.
  16. Contura Energy is submitting an application with the Pennsylvania Department of Environmental Protection for the renewal of a sewage water national pollutant discharge elimination system (NPDES) permit for the Cumberland Mine 6 Portal Sewage Treatment Plant located in Whiteley Township.
  17. Contura Energy is submitting an application with the Pennsylvania Department of Environmental Protection for the renewal of a sewage water national pollutant discharge elimination system (NPDES) permit for Cumberland Mine 9 portal sewage treatment plant located in Center Township.
  18. Consol Pennsylvania Coal Company, LLC is submitting a permit application to the Pennsylvania Department of Environmental Protection for the installation of a bleeder airshaft and six boreholes for the Enlow Fork Mine located in Washington Township.
  19. Southwestern Pennsylvania Water Authority will be applying for a national pollutant discharge elimination system (NPDES) stormwater permit from the Greene County Conservation District also, for general permit (GP-5) utility line stream crossing the project is located in Franklin Township, Morris Township and Washington Township.
  20. People’s Natural Gas Company, LLC is proposing to relocate and replace approximately 250 LF of gas line with 4” HDPE in preparation of PennDOT replacing an existing bridge on Mapletown Road in Monongahela Township.
  21. CONE Midstream Partners LP is submitting a (ESCGP-2) permit application to the Pennsylvania Department of Environmental Protection for regulated work related to the development of a natural gas pipeline located in Gilmore Township.
Public Comment:
Commissioner Zimmerman announced there will be a salary, retirement and election board meeting directly after the commissioner meeting today. Prison Board meeting will be at 11:45 am in the first floor meeting room of the County office building.

Commissioner Coder made the motion and Commissioner Zimmerman the second to adjourn the meeting. Vote unanimous.
