The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order order at 10:00 am by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, JoAnne Marshall, Lu Lewis, Cheryl Cowen, Charlotte Popielarcheck and Members of the Press.

Minutes — Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from February 15, 2017. Vote unanimous.

Proclamations:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a proclamation for March 5, 2017 through March 11, 2017 to be proclaimed as MS Awareness Week. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a proclamation for the month of March for Intellectual Disabilities Awareness Month. Vote unanimous.
Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an agreement between the County of Greene and Penn Commercial Business/Technical School for externships. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a $300,000 commitment to the Southwestern Pennsylvania Water Authority for a water line extension on State Route 18 through Franklin, Washington and Morris Townships. The commitment will come from the 2017 Impact Fee Allocation contingent on the project being completely financed. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a proposal from EADS Architects, Inc. for professional services in the 2017 grant funded projects at the Fairgrounds Building #8 and the Magisterial District Court at the Airport Administration Building. Vote unanimous.
  4. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a contract proposal from Jesse L. Fiske, Sr., LLC for masonry walls/investigation in the Fort Jackson Building in the amount of $9,900. Vote unanimous.
  5. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a contract proposal from Jesse L. Fiske, sr., LLC for structural and water penetration examination in the Clock Tower in the amount of $4,950. Vote unanimous.
Bridges and Roads:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda from Widmer Engineering the design ($106,953.48) and construction inspection ($47,535.92) for County Bridge #8 (Perry Township). Vote unanimous.
Veterans Affairs:
707 graves $2,121.00
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the care and maintenance of 196 graves in the Garards Fort Cemetery located in Greene Township for $3.00 per grave for a total of $588.00. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the care and maintenance of 6 graves in the Bald Hill Cemetery located in Dunkard Township for $3.00 per grave for a total of $18.00. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the care and maintenance of 20 graves in the Phillips Cemetery located in Wayne Township for $3.00 per grave for a total of $60.00. Vote unanimous.
  4. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the care and maintenance of 54 graves in the Braddock Cemetery located in Richhill Township for $3.00 per grave for a total of $162.00. Vote unanimous.
  5. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the care and maintenance of 67 graves in the St. Ann’s Parish Cemetery located in Franklin Township for $3.00 per grave for a total of $201.00. Vote unanimous.
  6. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the care and maintenance of 333 graves in the Laurel Point Cemetery located in Cumberland Township for $3.00 per grave for a total of $999.00. Vote unanimous.
  7. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the care and maintenance of 31 graves in the Highland Cemetery located in Dunkard Township for $3.00 per grave for a total of $93.00. Vote unanimous.
Emergency Management:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the Commonwealth of Pennsylvania Emergency Management Agency 9-1-1 Fund Statewide Interconnectivity Funding Grant Agreement. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a Professional Services Agreement between the County of Greene and MCM Consulting Group, Inc. in the amount of $37,323.00. Vote unanimous.
Public Notices:
  1. Nemacolin, Inc. is filing an application to the Pennsylvania Department of Environmental Protection for a renewal of NPDES permit for the Nemacolin Sewage facility.
  2. Pennsylvania Department of Environmental Protection has issued a coal refuse disposal (sediment pond development) permit for Consol Pennsylvania Coal Company, Inc. located in Richhill and Morris Townships.
  3. The Pennsylvania Department of Environmental Protection is reviewing an application from Bailey Mine permit #30841316 to perform underground development mining located in Richhill, Gray and Center Townships.
  4. LOLA Energy Operating Co., LLC is applying to the Pennsylvania Department of Environmental Protection for permits to drill gas wells on the proposed Metheny Well site located in Gilmore Township.
  5. EQM Gathering OPCO, LLC is applying to the Pennsylvania Department of Environmental Protection for coverage under an addendum to existing erosion and sediment control general permit (ESCGP-2) located in Center Township.
  6. EQT Production Company is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Morgan Township.
  7. Columbia Gas of Pennsylvania is submitting a general permit application (GP-5) to the Pennsylvania Department of Environmental Protection for the installation of approximately 970 linear feet (LF) of two inch diameter plastic natural gas pipeline located in Center Township.
  8. Southwestern Pennsylvania Water Authority is submitting an original and three copies of the authority’s application for filing to cross underneath a bridge carrying Norfolk Southern Railroad Company’s tracks in public right-of-way located in Franklin Township.
  9. Southwestern Pennsylvania Water Authority is applying for a National Pollutant Discharge Elimination System (NPDES) stormwater permit from the Greene County Conservation District allowing the discharge of stormwater from construction activities. Also, applying for a general permit (GP-5) utility line stream crossing from the Greene County Conservation District to install water lines which will result in two stream crossings to Bells Run and one stream crossing to an unnamed tributary to Bells Run located in Wayne Township.
  10. Sheetz, Inc. plans to construct a gas station convenience store on 4,602 acres of land located in Franklin Township. The Franklin Township supervisors will render a decision at their monthly meeting on Monday, February 27, 2017 at 1:00 pm in the Franklin Township Municipal Building.
  11. Application of Southwestern Pennsylvania Water Authority for the approval of the alteration of the crossing (DOT 367 917 K) by the installation of a water line where Golden Oaks Road (S.R. 0018) crosses under a railroad bridge carrying tracks of Norfolk, Southern Railway Company located in Center Township.
  12. Betty Weaver submitted to the Pennsylvania Department of Environmental Protection for a (GP-5) utility line stream crossing coverage and will be installing a 1 ¼ gas line to her home located in New Freeport.
Public Comment:
Commissioner Zimmerman announced that there will be an assessment meeting directly after this meeting today.

Commissioner Trader made the motion and Commissioner Zimmerman the second to adjourn the meeting. Vote unanimous.
