The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners agenda meeting was brought to order order at 10:00 am by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, JoAnn Marshall, Tina Kiger, Craig Wise, Lu Lewis, Charlotte Popielarcheck and Members of the Press.

Minutes — Commissioner Coder made the motion and Commissioner Trader the second to approve the minutes from May 17, 2017. Vote unanimous.

Proclamations:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a resolution for Regional Transportation Alliance’s Seven Principles. Vote unanimous.
Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda to award a bid for Day Camp Transportation pending solicitor and controller approval. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda to award a bid for Sheriff Radio’s pending solicitor and controller approval. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an Agreement between the County of Greene and EADS Architects, Inc. for construction, inspection and consulting services in the Greene County Courthouse miscellaneous restoration project in the amount of $11,100.00. Vote unanimous.
  4. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a Memorandum of Understanding between the County of Greene and the Commonwealth of Pennsylvania Department of Agriculture for weights and measures. Vote unanimous.
  5. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a Memorandum of Understanding for CAPS Technical Support between PCYA and Greene County for FY2016/2017. Vote unanimous.
  6. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a Memorandum of Understanding for CAPS Technical Support between PCYA and Greene County for FY2017-2018. Vote unanimous.
  7. Commissioner Coder made the motion and Commissioner Trader the second for an amendment to the current CAPS contract for an extension. Vote unanimous.
Prison:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda an invoice from PSX to install a new intercom system at the Greene County Jail in the amount of $24,154.00 per costars contract. Vote unanimous.
Probation:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the Grant-In-Aid Agreement between the County of Greene and the Pennsylvania Board of Probation and Parole. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the Supervision Funds Agreement between the County of Greene and the Pennsylvania Board of Probation and Parole. Vote unanimous.
Human Services:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the FY2016/2017 budget amendment with Echo for CCIS. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the FY2017/2018 Human Services Block Grant Plan. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the FY2017/2018 contract with Southwestern Pennsylvania Human Services, Inc. Vote unanimous.
  4. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a supportive services agreement between the County of Greene and Parkview Knoll, LP. Vote unanimous.
Mental Health and Intellectual DIsabilities:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the FY2016/2017 contract amendment with Triad Behavior Support Services. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the Administrative Entity Operating Agreement with the Department of Human Services. Vote unanimous.
Children & Youth:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the FY2016/2017 contract amendment with Adelphoi Village for the Time Limited Family Reunification Grant. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the FY2017/2020 grant agreement with Department of Human Services for the Time Limited Family Reunification Grant. Vote unanimous.
CDBG:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an exempt status determination for the design/environmental review to prepare for the rehabilitation of the Waynesburg Sewage Waste Water Treatment Plant and Pump Station. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a nondiscrimination clause between the County of Greene, John T. Subrick, Inc. and Franklin Township. Vote unanimous.
Public Notices:
  1. Construction for the Jollytown Road (Route 3006) bridge, spanning Pennsylvania Fork Dunkard Creek in Gilmore Township is scheduled to begin as part of the Pennsylvania Department of Transportation’s Rapid Bridge Replacement Project.
  2. Consol Pennsylvania Coal Company, LLC will be submitting a permit application to the Pennsylvania Department of Environmental Protection for the installation of a degas borehole for the Bailey Mine located in Richhill Township.
  3. Perry Township is applying for a (GP-3) bank rehabilitation, bank protection and gravel bar removal permit coverage and will be stabilizing areas along Little Shannon Run during a bridge replacement.
  4. Perry Township is applying for a (GP-3) stream bank stabilization and gravel bar removal permit on Church Run in Perry Township.
  5. Consol Pennsylvania Coal Company, LLC is applying for a revised coal mining activity permit for Enlow Fork Mine permit #30841317 located in Richhill Township.
  6. RICE Midstream Holdings, LLC is submitting a (ESGP-2) permit application to the Pennsylvania Department of Environmental Protection for regulated work related to the development of a natural gas pipeline located in Springhill and Aleppo Township.
  7. Rice Water Services, LLC is submitting a general permit – 5 utility line stream crossing and general permit – 8 temporary road crossing application to the Pennsylvania Department of Environmental Protection located in Center Township.
  8. RICE Midstream Holdings, LLC is submitting an ESCGP-2 permit application to the Pennsylvania Department of Environmental Protection for regulated work related to the development of a natural gas pipeline located in Springhill and Aleppo Townships on tax parcels.

RICE Midstream Holdings, LLC is submitting an ESCGP-2 permit application to the Pennsylvania Department of Environmental Protection for regulated work related to the development of a natural pipeline located in Springhill and Aleppo Townships on tax parcels 0103/140, 2302-124, 2302-124A and 23-02-0103.

  16. Public invite to review plans regarding the replacement of Greene County Bridge (Castile Run Road route 1011 bridge, spanning South Fork Tenmile Creek in Jefferson Township and the Borough of Clarksville) the plans will be on display at Clarksville Post Office June 5 through 19, 2017.
  17. The Pennsylvania Department of Environmental Protection has received a water management plan amendment application dated February 2, 2017 for the Southwest District filed by Rice Drilling B, LLC.
  18. Cumberland Contura, LLC has filed an application for a mining activity permit located in Whiteley and Wayne Townships.
  19. CONSOL Pennsylvania Coal Company, LLC is providing notification regarding a pending submission of a chapter 105 water obstruction and encroachment general permit application for construction activities associated with the Harvey Mine Patterson Creek Extension Augmentation Waterline project located in Morris Township.
  20. Rice Drilling B, LLC., Civil and Environmental Consultants, Inc. is applying to the Pennsylvania Department of Environmental Protection for authorization under an ESCGP-2 permit for construction located in Franklin Township.
  21. Rice Midstream Holdings, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection also a chapter 105 general permit GP-5 (utility line stream crossing) and GP-8 (temporary road crossing) for associated construction activities located in Richhill Township.
  22. Stahl Sheaffer Engineering, LLC on behalf of Rice Drilling B, LLC is submitting a general permit application -11 to the Pennsylvania Department of Environmental Protection for Long Run Road Bridge Deck Replacement over North Fork Dunkard Fork located in Richhill Township.
  23. EQT Production Company is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection to construct a gravel access road located in Center Township.
  24. CNX Coal Resources will be submitting a general permit 8 temporary road crossing application to the Pennsylvania Department of Environmental Protection this is for a temporary stream crossing to gain access to the wells for plugging located in Richhill Township.
  25. The Pennsylvania Department of Environmental Protection has received a water management plan revision application dated 02-24-17 for the Southwest District filed by EQT Production Company.
  26. RICE Midstream Holdings, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection also applying for a chapter 105 general permit (GP-5) utility line stream crossing and (GP-8) temporary road crossing for associated construction activities located in Aleppo and Richhill Townships.
  27. Southwestern Pennsylvania Water Authority is applying for a joint permit application for Pennsylvania water obstruction and encroachment permit and U.S. Army Corps of Engineers Section 404 permit for the installation of a 12-inch diameter water line that will result in one stream crossing to an unnamed tributary to McCourtney Run.
  28. Pennsylvania Department of Conservation and Natural Resources is sending notification of the construction of a new swimming pool, new water sprayground, new bath house, upgraded parking facilities and to stabilize the exiting park access road for Ryerson Station State Park located in Richhill Township.
  29. L.R. Kimball is submitting a joint permit application and an application for a general national pollutant discharge elimination system (NPDES) permit on behalf of PennDOT Engineering District 12-0 located in Richhill Township.
  30. Columbia Gas of Pennsylvania is submitting a chapter 105 application for a water obstruction and encroachment general permit (GP-11) to the Pennsylvania Department of Environmental Protection for the WW Railroad Pipeline Replacement Project located in Morris Township.
  31. CNX Gas Company, LLC is submitting a water management plan to the Pennsylvania Department of Environmental Protection for two surface water withdrawals from Dunkard Fork at locations identified as Dunkard Fork Crow and Dunkard Fork and one surface water withdrawal from Enlow Fork at a location identified as Enlow Fork located in Richhill Township.
  32. EQT Production Company is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities and chapter 105 general permit for the installation, operation, and maintenance of utility line and temporary access road stream crossings of the regulated waters of the Commonwealth from the Pennsylvania Department of Environmental Protection located in Washington Township.
