The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order by Chairman Blair Zimmerman at 10:00 am in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, Charlotte Popielarcheck and Members of the Press.

Minutes — Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from June 7, 2017. Vote unanimous.

Resolutions:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a Resolution in support of the Mon/Fayette Expressway. Vote unanimous.
Certificates:
  1. Commissioner Trader made the motion and Commissioner Zimmerman the second to place on the agenda a certificate of achievement for the West Greene Softball Team State Champions. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a certificate of achievement for Ben Bumgarner Waynesburg Central Track Team State Champion. Vote unanimous.
Finance and Administration:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a 24 month agreement between the County of Greene and Constellation Energy, through On Demand Energy, an energy broker, for purchasing electricity. Approval pending Solicitorís approval and approve Jeff Marshall, Chief Clerk, as sole signatory. Vote unanimous.
Veterans Affairs:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an application for Memorial Day expenses in the amount of $200.00 for the VFW Post #4793. Vote unanimous.
Mental Health & Intellectual Disabilities:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the FY2016/2017 contract with Intermediate Unit I. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the FY2017/2018 contract with Westmoreland County. Vote unanimous.
Public Notices:
  1. CNX Gas Company, LLC is applying for a major modification to the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection for the Morris to Majorsville Pipeline project. In addition submitting for a chapter 105 general permit for a temporary road crossing (GP-8) located in Richhill Township.
  2. Omnis Bailey, LLC is submitting plan approval to the Pennsylvania Department of Environmental Protection for the installation of the Omnis Bailey Refining Plant at the Bailey Mining Complex located in Richhill Township.
  3. Dominion Energy Transmission, Inc. is submitting an application to the Pennsylvania Department of Environmental Protection Southwest Regional Office for a joint permit application chapter 105 water obstruction and encroachment permit and U.S. Army Corps of Engineers Section 404 permit located in Franklin and Morgan Townships.
  4. CONSOL is applying for coverage under a Bureau of Waterways Engineering and Wetland General Permit 08 (BWEW-GP-08) for the purpose of installing a stream crossing to the Pennsylvania Department of Environmental Protection located in Richhill Township.
  5. EQT Production Company is submitting an erosion and sediment control general permit (ESCGP-2) and general permit (GP-5) to the Pennsylvania Department of Environmental Protection located in Morris and Washington Townships.
  6. Teresa J. Orum is applying for a (GP-7) minor road crossing permit in Washington Township.
