The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order at 10:00 am by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, JoAnne Marshall, Karen Bennett, Charlotte Popielarcheck and Members of the Press.

Minutes — Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from December 14, 2016. Vote unanimous.

Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda to make a contribution to the Greene Academy of Art in the amount of $10,000. Payable upon receipts. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda an agreement between Morgan Excavating, L.P. and Greene County for the Airport Access Road Project and associated stormwater construction. Pending PennDOT approval. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda to consider a Heavy-Hauling Agreement between Rice Poseidon Midstream, LLC and the County of Greene to utilize a portion of Progress Drive in Franklin Township. Vote unanimous.
  4. Commissioner Trader made the motion and Commissioner Trader the second to place on the agenda Change Order No. 3 between the County of Greene and A. Folino Construction for the reconstruction of the balance of the 12 inch undercut area at the new airport entrance driveway and the construction of two (2) ADA compliant ramps at the SE and SW corners of the intersection of Murtha Drive and SR0021. Also, included in this Change Order is the deletion of 8” and 24” White Waterborne Pavement Markings and adding 8” and 24” White Hot Thermoplastic Pavement Markings as required by PennDOT at a cost of $20,190.68. Vote unanimous.
  5. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda to consider a Solicitor Agreement between the County of Greene and Cheryl Cowen at an amount of $125,000 for duties as County Solicitor and CYS Agency Attorney. Vote unanimous.
  6. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda to consider a Solicitor Agreement between the County of Greene Department of Human Services and Gregory C. Hook at an amount of $85,000 for duties as Human Services Solicitor and CYS Agency Attorney. Hook will also perform solicitor duties to the Farmland Preservation, Coroner’s office and the Clerk of Courts office. Vote unanimous.
  7. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda to consider a Solicitor Agreement between the County of Greene Department of Children and Youth Services and Jeffry Grimes at an amount of $33,000. Vote unanimous.
  8. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a Price Proposal by Widmer Engineering Inc. for engineering and permitting services for demolition of Bridge No. 1, 26, 87 & 92 and Maintenance on Bridge No. 75 in the amount of $24,129.42. Vote unanimous.
  9. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda to appoint an emeritus member to the Greene County Fair Board.
  10. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda to appoint a member to the Greene County Fair Board. Vote unanimous.
Tax Claims:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda in accordance with the Real Estate Tax sale (act of July 7, 1047, P.L., 1368 No. 542), section 613, as amended, notice is hereby given that a proposed sale price in the amount of fifty dollars ($50.00), plus fees, has been received and approved by the Tax Claim Bureau of the County of Greene, for the private sale of Parcel# 16-04-209 located in Monongahela Township. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda in accordance with the Real Estate Tax sale (act of July 7, 1047, P.L., 1368 No. 542), section 613, as amended, notice is hereby given that a proposed sale price in the amount of fifty dollars ($50.00), plus fees, has been received and approved by the Tax Claim Bureau of the County of Greene, for the private sale of Parcel# 16-04-208 located in Monongahela Township. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda in accordance with the Real Estate Tax sale (act of July 7, 1047, P.L., 1368 No. 542), section 613, as amended, notice is hereby given that a proposed sale price in the amount of fifty dollars ($50.00), plus fees, has been received and approved by the Tax Claim Bureau of the County of Greene, for the private sale of Parcel# 16-04-207 located in Monongahela Township. Vote unanimous.
911:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda to consider a Lease Agreement between Gary E. Whyte and Erica Russell Whyte and the County of Greene for a tract of land located in Aleppo and Jackson Townships for mounting an antenna supported by a free-standing pole, all for the use of the 911 System. Vote unanimous.
Mental Health & Intellectual Disabilities:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the Annual Supports Coordination Organization Qualification Application. Vote unanimous.
Children and Youth:
  1. Commissioner Trader made the motion and Commissioner Zimmerman the second to place on the agenda the FY 2015-2016 contract with Pressley Ridge. Commissioner Coder abstained. Vote carried.
  2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the FY 2016-2017 contracts with: Vote unanimous.

  1. The Department of Environmental Protection issues a modification to the registration of General Permit No. WMGR123SW010 for operation of the Greene County Water Facility located in Franklin Township.
  2. CONSOL Pennsylvania Coal Company, LLC, submitted a Chapter 105 Water Obstruction and Encroachment General Permit Application for construction activities associated with the Bailey Mine Whitethorn Run 2L-4L Panels Augmentation Waterline Project located in Richhill Township.
  3. Rice Midstream Holdings, LLC, is applying for coverage under the ESCGP-2 for the Cook and Richter to Beta Trunk Pipeline Project located in Aleppo Township.
  4. Rice Poseidon Midstream, LLC, is applying for coverage under the ESCGP-2 for the Jester Valve Yard Project located in Aleppo Township.

  11. Rice Drilling B, LLC, intends to submit a Water Management Plan for the withdrawal of water for use in oil & gas exploration activities. The water withdrawal point will be from the Southwestern Pennsylvania Water Authority Whipkey Metered Vault located on SR 21 in Gray Township.
  12. The staff of the Federal Energy Regulatory Commission will prepare an environmental assessment that will discuss the environmental impacts of the Idle Line 1 Abandonment Project involving the abandonment of pipeline facilities by Texas Eastern Transmission, LP.
  13. Southwestern Pennsylvania Water Authority will be applying for NPDES Storm water Permit for the Jefferson Water Storage Tank Replacement located in Jefferson Township.
  14. Greene County Water Treatment, LLC, submitted a permit modification application to add a reverse osmosis unit to treat development water from the installation of natural gas extension wells.
  15. EQT Production Company is applying for coverage under the Erosion and Sediment Control General Permit (ESCGP-2) for the Valley View Well Pad located in Morgan Township.
  16. Cumberland Contura, LLC, will be submitting a General Permit 8 for the W-6 Well Plugging Temporary Stream Crossing located in Wayne Township.
  17. The Department of Environmental Protection has received an application from the Southwestern Pennsylvania Water Authority. The Authority is requesting a service area expansion into Monongahela Township, Greensboro Borough, Jackson Township and Morris Township.
